But every enterprise we have studied traces it back to one person… and one agent. Not a boardroom decision. Not a vendor pitch. One curious employee who decided to try something different. The path from one to fifty thousand? It breaks every assumption about how organizations actually change. Starting with this: you do not plan your way to fifty thousand. You discover it.

The Journey at a Glance
π Phase 1: They Are Already Building
One to ten agents. The journey always starts in the same place. Not IT. Not the C-suite. A business professional, buried in work, curious enough to try something different.
In tech companies, AI adoption is strong among developers using Claude Code, Windsurf, Cursor, GitHub Copilot, and similar solutions. But here is the surprise: AI agent adoptionΒ among non-developers in tech companies is 20% lower than in other industries, where workers who never had access to this technology are suddenly building with it every day.
We started working with a global construction firm operating in the US and South America. One of their field engineers, Emily Adams, built an agent named Alice to support construction-code compliance, helping her colleagues answer compliance questions while they are out in the field.
Ana Silva, in the same company’s Brazil office, built a financial analyst agent that surfaced trends her team was missing.
Neither of them technologists. Both of them are problem-solvers.
And they are not outliers; that is the norm in every single organization.

Access is exploding. Training is not keeping up. Employees are figuring it out on their own.
Both Ana and Emily started building their agents with Claude and an off-the-shelf agent-building solution, Relevance AI. Both unapproved tools at their companies.
Our first step was to help leadership embrace that grassroots innovation and add governance guardrails while scaling the agents that were gaining traction among peers.
That is Phase 1. Not an org-wide initiative. Instead, it’s personal: One human-one agent, delivering value at the individual level.
Neil Vaughan, founder of Nielsen Vaughan Consulting and one of our Enterprise AI Transformation Partners, is a perfect example. He did not start with a strategy deck; he started building:
“Nobody handed me a playbook. I just started building, testing with Claude, ChatGPT, building agents. If I’m going to ask my people to embrace AI, I’d better understand it myself first.”
β‘ Phase 2: The Tipping Point
Ten to one hundred agents. Phase 2 does not start with a strategy. It starts with a glance. Someone on a job site sees Emily pull out her phone, ask Alice a compliance question, and get an answer in seconds, not half a day. And they think: I need that.
The spark spreads organically, without permission, without IT involved. That is phase two: peer adoption and experimentation that slowly scales with or without much guidance. And this is where the journey either accelerates or dies.
78% of employees admit to using AI tools their employer has not approved (SAP/WalkMe and AI4SP Tracker 2026). Nearly four in five of your people are already building with tools you cannot see.
And the Corporate Immune System we introduced in Part 2 is why most organizations stall here. IT sees uncontrolled growth. Compliance sees risk. Legal sees liability. The natural instinct is to shut it all down.
But shutting it down does not make the problem go away. It pushes it underground.
70% of the organizations in our research got stuck right here. Not because the agents failed. Because the organization’s own defenses attacked the innovation before it could grow.
The difference? Provide air cover. Be the leader who walks into the compliance review and says, “I asked them to build this. It reports to me, and this is the governance framework we established.” Make a deliberate choice to protect the innovators while building governance around them.
We saw this play out at the construction firm. When compliance flagged Emily’s agent, her division leader did not wait for a committee. He pulled Alice’s outputs, reviewed them against manual compliance checks, and walked into the review with data showing the agent had matched human accuracy. Emily kept building. The agents spread. That is what air cover looks like in practice.

ποΈ Phase 3: Enterprise Scale (And Where It Breaks)
One hundred to fifty thousand agents. This is where most of the value gets created, and where most of the complexity lives.
We advised a global consulting firm in New York that went from 50 agents to over 1,000 in 90 days. On paper, a success story. In practice, a governance crisis. Nobody had distinguished between low-risk agents (booking meetings, summarizing documents) and high-risk ones (making pricing recommendations for clients).
Fifteen departments had independently built their own summarization agent, each with different instructions and data access. And when three compliance incidents hit in a single week, leadership could not answer the most basic question: who is responsible for what this agent just produced?
The agents were doing good work. The organization had scaled the tools without scaling the management around them.
During this phase, agents are coming from every direction, and organizations lack visibility into what’s working and what isn’t. Visibility is critical during phases 2 and 3, but most organizations struggle with measuring what matters.
The AI vendors aren’t helping. Their management dashboards follow the same formula as software license dashboards: usage counts, seats filled, tokens consumed. They tell business leaders nothing about adoption, and IT nothing useful either. AI agents are not “software licenses” to count. They are team members. What metrics matter? The same ones you’d use for any team member. In our construction company example, the key metric was Alice, the compliance agent’s accuracy compared with a human. In the NY consulting firm, it was proposal win rates and client satisfaction. Every proposal is now crafted by AI agents.
McKinsey’s State of AI 2025 reports 23% of organizations are already scaling agentic AI in at least one business function. And Gartner forecasts that 40% of enterprise applications will embed task-specific AI agents by the end of 2026, up from less than 5% in 2025. An 8x increase in one year.

Scaling is never trivial. Jeff Raikes and I were in a room last week with the leadership of a Fortune 100 company, working through their AI strategy, when the conversation landed on exactly this tension: how do you embrace the potential of 300,000+ employees and bring governance without killing the momentum that made it all possible?
Jeff has seen every era of this: former president of the Microsoft Business Division, co-founder of the Raikes Foundation, and multiple boardrooms today. He framed it better than anyone:
“I’ve seen this pattern at every stage of my career, at Microsoft, at the Foundation, in boardrooms today. The initial energy is never the problem. People build, they experiment, they surprise you.
The inflection point is always the same: the moment an organization has to go from enthusiasm to scale without crushing the very thing that got them there. That is not a technology decision. That is a leadership decision. And it is the one most companies get wrong.”
π Phase 4: The Reframe
Every executive we talk to asks the same question: “How do I get to fifty thousand agents?” But the organizations that actually get results measure something different: how much the organization has changed.
Most companies track licenses, deployed agents, and onboarded users. Those are input metrics. They tell you how much AI you have, not how much value it creates.
When we built Bella, our Chief of Staff agent, the goal was never the agent. It was giving leaders back their time, time to think, to make better decisions, to be present for the work that only humans can do.
Here is the math most people get wrong: fifty thousand agents does not mean fifty thousand different projects. It means ten agents, serving five thousand employees each. Each user personalizes the agent to their way of working, but the core capability is shared.
And those ten do not get chosen in a boardroom. They surface from the bottom up. When fifteen departments independently build the same agent (the duplication problem from Phase 3), that is not a waste. That is your frontline voting on where the value is. Leadership’s job is not to pick winners. It is to watch what keeps showing up and scale it.
The pattern holds in our work: the organizations that reach enterprise scale are never the ones with the biggest budgets. They are the ones who learned to see what their own people were already building and had the discipline to scale it properly.
The journey from one to fifty thousand is not a technology scaling problem. It is an organizational evolution. Your competitors can copy your technology. They can buy the same platforms. But they cannot copy your culture, how your people learned to work alongside AI, or what your people taught those agents.
So here is a challenge. In your next meeting, ask one question: “How has our organization changed because of AI?” Not how much AI do we have. Not how many licenses, agents, or users. But: have we changed?
If you cannot answer that, you are scaling technology. You are not building transformation.
